Not able to claim phone number in free tier

I am claiming my first DID number in Amazon connect but I am getting the below error even though I have never claimed a number. Is this a bug in AWS and should we contact AWS support?

Please try again. If you need help, contact AWS Support. The allowed limit for claimed phone numbers has been exceeded for your instance.

You can submit a support ticket to support team. Because some carriers block international phone numbers, you can't use this method to authenticate your free tier account.
