Bringing Oracle licenses to a migration?

Is there a way for a customer to use the AWS license manager to manage Oracle or existing licenses?

We have a lot of people coming in and out of the OnPrem environments and want to migrate from Oracle to MySQL with RDS as a managed service. I think they say "Key Manager" can help? Still new on this one.
