Yes, and each of them have an API to remove from the opt-out list. These are the 2 APIs for Pinpoint and SNS to opt-back-in an existing opted out destination number: https://docs.aws.amazon.com/pinpoint/latest/apireference_smsvoicev2/API_DeleteOptedOutNumber.html https://docs.aws.amazon.com/sns/latest/api/API_OptInPhoneNumber.html In both cases you can opt in a phone number only once every 30 days.

Note the previous answer is for the default opt-out lists and does not include Self-managed opt outs where the customer would manage all opt-outs.
