Bug: CloudFormation: tag values containing non-ascii characters are displayed in broken way

In the web console page showing details of a selected CloudFormation stack, non-ASCII characters in tag values are displayed as a series of "?" (a question mark). Is this open issue, which unfortunately hasn't been resolved for over two years, describing the problem I encountered?
