AMI requirements for posting on AWS Marketplace

I'm attempting to submit an AMI for AWS Marketplace. It is a linux based instance but, by design, does not permit any access to the underlying linux file system. Predictably, the scan fails because an SSH connection cannot be established. Are there any exceptions to this rule or is this a hard requirement?
