even after credit card also the error remains same. I documentation it is mentioned it is related restrictions of RBI on credit and debit cards. Suggest some way around for this...

This explanation matches what I’m currently observing on my AWS account.
My UPI AutoPay mandate was successfully created and verified, and AWS processed the ₹2 verification transaction correctly. Standard AWS services also appear to function normally. However, Anthropic Claude models on Amazon Bedrock still fail with
INVALID_PAYMENT_INSTRUMENT, which strongly suggests the issue is specifically related to AWS Marketplace payment validation for Anthropic subscriptions rather than general AWS billing.I’m using an AISPL (India) account, so the regional Marketplace payment restrictions mentioned here are likely the root cause.
I will test using a Visa/Mastercard debit or credit card as the default payment method instead of UPI AutoPay and check whether the Marketplace agreement completes successfully afterward.
