Job executions retry configuration is not setting up in AWS IOT Jobs

I am trying to create AWS IOT job using the AWS SDK php. This job is used to deploy the updates to the iot devices. https://docs.aws.amazon.com/aws-sdk-php/v3/api/api-iot-2015-05-28.html#createjob

My createJob request is "

I can see that my job is getting created in AWS Console, but retry configuration is not getting populated.
