Based on the country and regulations, you need to have an originating number and configure two-way SMS in AWS Pinpoint: https://docs.aws.amazon.com/pinpoint/latest/userguide/settings-sms-managing.html#channels-sms-two-way-configure.
You can use AWS Pinpoint campaigns or journey or transactional API directly.
