On your second point, I would suggest to go via CLI: type 'aws m2 create-data-set-import-task help' to obtain full guidance on doing what you ask for

Please create an AWS support case for the issue with your M2 application. Also make sure to provide M2 Application ARN in the support case. In the meantime, recommend you to create another M2 application to continue with your task.
