You don't need to configure auto scaling for AWS IoT. It is a fully managed service by AWS. You should estimate whether your work load requires a quota increase. You can find IoT Core quotas at https://docs.aws.amazon.com/general/latest/gr/iot-core.html.

To be sure your workload is handled properly by AWS IoT services you should discuss it with your AWS account team. In case you are not yet associated with an account team contact us.
