Delete two stacks with circular output dependencies

I was able to resolve this issue, luckily I had the tabs of some resources that I had already been deleted still open in another tab. I was able use these values to hard code these outputs to update the stack in cloud formation.

It is a bit disconcerting that this can occur, but hopefully this help the next person that gets into this state.
