Cloudformation Stackset Delegated Admin - cant see the stackset created by another user

Cloudformation Stackset Delegated Admin - cant see the stackset created by another user

I had another user created a stackset at organization level but when i check with my own user, i cant see it but i can see the stack instances of it. What is this weird bug?
