Instance stalled "Stopping" on degraded hardware for > 45 min

Hi!
We received an "Amazon EC2 Instance Retirement" message a few hours ago, following the recommended course I've issued a "Stop" action on instance i-13748c7e "User initiated (2019-04-18 00:20:01 GMT)"
The instance appears to have stalled in the "Stopping" state (now over 45 minutes) - understandable if the underlying hardware is failing.
Would it be possible to help instance i-13748c7e to come to a full stop? Thanks!
