About the minimum number of instances of AWS App Runner during normal times

A web application built with App Runner automatically scales up in response to requests, but as long as there are no requests, the number of instances will automatically be zero and the memory will be zero, so will there be no costs during that time? When there is no request, you pay per GB of memory for provisioned container instances which keep your application warm and eliminate cold starts. And as requests come in, it responds in milliseconds, and you pay for the vCPU and memory consumed by your active container instances. Here is more around AWS App Runner pricing.
