Cannot modify RDS SQL Server Web instance class in us-east-1e

Question

We've been trying for weeks to change the RDS instance class from ``db.t2.medium`` to ``db.t3.medium`` or ``db.t3.large`` but keeps on getting the same error. Anyone knows when will the t3 instances will be available for us-east-1e? Thank you.

Error Message:

We're sorry, your request to modify DB instance  has failed.
Cannot modify the instance class because there are no instances of the requested class available in the current instance's availability zone. Please try your request again at a later time.

There are two possible causes for this error:
    The AZ does not have capacity for the target instance class you choose. 
    The target instance class is not supported in the AZ. 
In this case, the Az does not have capacity for the instance type you are requesting. 
As the rds sql server edition is web, multi Az feature is not supported
. Below are the option you have:

Launch an instance in a different availability zone and migrate the database to the new RDS.
Purchase a reserved instance (for that instance type) in the desired availability zone. This will also prevent you from receiving this error in the future.
