CPU is almost in every hour at 100%, how to reduce?

Hi, our CPU is at 100% and it is not decreasing at all, we are using EC2 and now we upgraded from t3.small to t3.xlarge, and the CPU is the same. 
I can't image how, do you have any solution for this issue?

Hello.

Please check the EC2 system log by following the steps in the document below.  
I think there is probably an error message being output that is causing the issue.

By the way, are you hosting any applications on that EC2?  
If it is hosted, that application may be the cause.
