QuickSight Pivot Table: Display rows with no values

Is there a way in the QuickSight Pivot Table to display rows with no values? Using filler numbers, my organization has 100 unique Regions/Fields, and each active employee is aligned to supporting a single Region/Field. In the pivot, I have the Regions/Fields listed in individual rows, and the column counts the numbers of employees across the org that are aligned to the Region/Field in the row. I want to be able to show where employees are currently aligned, as well as all of the Regions/Fields that do not have any employee alignment (ie. rows with no values). That way, the user can view where they currently have employees, and assess what Regions/Fields they may want to adjust their employees to, or hire in.
