Hi,
This issue has been tracked internally with our service team. Currently, we do not have a way to set this parameter since RDS is managed service with some limitations.
If you want to track issue further, you may also reach to us through support case or you may raise feature request from console:
navigate lower left corner--> click Feedback --> click feature request which should reach to service team directly.
