API connection error - connection refused

Have you assigned a security group to the EC2 instance that allows connection to the EC2? The security group is something like firewall configuration. You have to explicitly allow all ports that should be accessible. See EC2 >> instances >> the-instance >> Actions >> Security >> Change security groups.
