I would suggest to look in these APIs. For this there is a REST an https://webservices.amazon.com/paapi5/documentation/offers.html#promotions exposing promotions along with its codes.

This doesnt provide that, was this ever solved? I'm having the same issue, mainly fore clip coupons, save at checkout and for promo codes, it never shows using the information in the abve link
