Your AWS account must be subscribed to a list of AWS services. By default these services include EC2 are enabled. Suggest you launch a t2.micro (free tier) instance and let it runs for 5 mins before terminating it. Then try to launch Control Tower again.

Problem is still persist. I created Linux VM and it is running for the last 4 hours approx.
I retry and the issue still occurs.

Are the two child accounts (audit and log archieve) created? If created, are you able to activate them?
