You can also contact AWS Support and ask for a refund. Explain the situation in that you were learning AWS and forgot to remove the test instance.
I haven't paid the bill yet. Therefor, can I ask for cost reducement since I'm not really using the service? I only create an RDS instance to understand how its works.

Even after deleting the RDS instances and associated backups, your bill might still show an increase if there are other services or resources running within your AWS account. Here are a few things to consider:
Data Transfer Costs: If your RDS instance was transferring data in or out of the AWS region, you might still incur data transfer costs even after deleting the instance. Check your data transfer usage in the AWS billing dashboard.
Elastic IP Addresses: If you associated Elastic IP addresses with your RDS instances and did not release them, you could still be charged for those addresses.
Other Services: Review your AWS account for any other services that might be running and incurring costs. This could include EC2 instances, S3 storage, or any other AWS resources.
Delayed Billing: Sometimes, AWS billing can have a delay in reflecting changes. It's possible that the charges you're seeing are for usage incurred before you deleted the RDS instances.
Reserved Instances: If you had reserved instances or other long-term commitments, you might still be charged for those even if you delete the associated resources.

I have checked all of them, and i believe i have none above running. I kinda scared if I can't pay the bill
