Hi,

I think that AWS Config is what you want: https://aws.amazon.com/config/

AWS Config is a fully managed service that provides you with resource inventory, configuration 
history, and configuration change notifications to use security and governance. With AWS Config, 
you can discover existing AWS resources, record configurations for third-party resources, export a 
complete inventory of your resources with all configuration details, and determine how a resource 
was configured at any point in time. These capabilities use compliance auditing, security analysis, 
resource change tracking, and troubleshooting.

Few of the ways in which you can some answers based on your requirement

  1. AWS Service Health Dashboard
  2. AWS Management Console - Many Services Particularly AWS lambda and Amazon RDS will display the current version of the service
  3. Use AWS Cli - Check the documentation
  4. AWS SDKs has some utility - Check the documentation
  5. AWS Config
  6. Open ticket to AWS Support give the requirement and they will provide the info
