I use an EC2 and RDS in the free tier, but why do I have a bill in Feb, only this month?
AWS has started charging for public IPv4 addresses since February.
It is thought that this is having an influence.
By the way, the free tier includes 750 hours of public IPv4 addresses per month for the first year after creating an AWS account.

how to find this public IP address
You can search for public IPv4 addresses using the method described in the "Public IP Insights" section of the AWS blog below.

Your screenshot shows have 695.554 hours of public IPv4 address for your EC2, which is covered under Free Tier (charge of USD 0.00).
And a separate line item for 696 hours of public IPv4 address, for which you've been charged USD 3.48. This duration matches exactly with 696 hours of db.t3.micro RDS.

AWS Free Tier for Amazon Elastic Compute Cloud, 12 month free, to include 750 hours of public IPv4 address usage per month. If you are an existing or new AWS Free Tier customer for Amazon EC2, you will get 750 hours public IPv4 address usage per month free when launching any EC2 instance with a public IPv4 address.
Note that it only mentions EC2, not RDS. There is no also mention of IPv4 at all in https://aws.amazon.com/rds/free/
From these links, which seems to be confirmed by your bill, it seems fair to conclude:
- EC2 public IPv4 = in-scope of Free Tier
- RDS public IPv4 = out-of-scope of Free Tier
