Hello,
Did you remove it from just the EC2 or from the EIP landing page as well? To fully remove the EIP, you must disassociate it from the EC2 and release it from the "actions" button in the top right corner in the console. If you have done this, ensure no other EIPs are enabled in other regions within you AWS account. I would check out your billing statement to validate. EIPs only incur charges when not in use. If you have validated all of these options, I would reach out to aws billing for support.
