Hi,

As a general recommendation, it is always better to separate concerns:
- migrate from on-prem to AWS
- upgrade migrated systems to later version
It is better to upgrade after migration because when on cloud, it will be much simpler and re-risked to do the migration: you can snapshot the instance in its initial version and restore it as a new instance on which you can repeat the migration process as many times as needed to make it successful and matching your desired setup.
