The free storage limit for RDS is 20 GB.
Limiting the image to 40GB provisioned, it seems that a fee may have been charged.
There is also a charge for backup storage, so snapshots taken by the system may be available somewhere.

9USD has been accrued for this month and the fee must be paid.
Also, if you leave snapshots when you delete RDS, you will be charged for the snapshots, so please delete snapshots if you do not need them.

i didn't create a snapshot when i delete RDS...
Is there a different region you are checking or something?
The billing screen shows Sao Paulo, is that the right region for RDS? Are there any other snapshots taken by the system that are still available? Check the system column, not the manual column.
there really was a snapshot in the manual comlumn, in my region... now i deleted it, thanks
