How to disable feature gates "PersistentVolumeLastPhaseTransitionTime" on EKS v1.29

I need to disable feature gates PersistentVolumeLastPhaseTransitionTime on a EKS cluster v1.29, but I didn't find a way to do it. That feature-gate should be disabled on kube-controller-manager and kube-apiserver components.

Can you help me please?

I create the cluster with Terrafom (eks modules)
