My email campaigns are not working when I try to send to my entire list with Go High Level?

I use Amazon SES with Go High Level, for the automated responses when people sign up on my landing page work very well.

But when I try to send a campaign to my entire contact list, it doesn't work with Amazon SES.

I figured it might be the maximum number of emails per second that Amazon SES allows me to send 14 emails per second... but I tried to send 13 emails per minute with Go High Level and it didn't work either.

Any idea what could be the problem?
