There isn't a need to sign up for any Support plan in order to have your account's ownership transferred. The instructions you've mentioned would be correct in terms of initiating this process and am glad to hear you have already gone ahead in taking the relevant actions.
I understand you're looking to the soonest possible and can confirm this request will be reviewed by one of our Account Support team members. I wish I could give you a more concrete timescale when they will get back to you, the response is dependent on queue volumes as we would respond to each case in the order they've been received.
