Quick start workspace not created after 8 hours, and not showing up in workspaces list

Hello, trying to create a GPU instance for ML development and used the quick start button to create it. I saw the simple directory being created and registered. and it reported that it may take 40 minutes to create the instance, but even after waiting overnight, I did not receive an email to log into the instance and do not see if workspace in my workspace list.
